Tennessee’s Law Enforcement Challenge is Now Online!
Agencies are No Longer Required to Make Challenge Books


The Tennessee Highway Safety Office (THSO) upgraded the Law Enforcement Challenge (LEC) format to make the process more efficient and user-friendly. Instead of creating a challenge book, agencies will now report progress via the THSO’s website using an online form. Participants will no longer be required to collect physical materials for submission. Our goal is to increase participation in the LEC by offering a more streamlined process that’s quick and easy to use. Last year, agencies who participated took home over $90,000 in donated prizes.

Use the online form below to submit photos and documentation for points throughout the year. Opportunities for points are divided into four categories: Policy & Guidelines; Incentives & Recognition; THSO Activities; and Public Information & Education. To avoid unnecessary duplication, the previous categories of Training, Enforcement and Effectiveness were removed since agencies already report on these categories through POST, TITAN, and other reporting agencies.

This year's challenge will allow for all activities between July 1, 2026 to June 30, 2027.

2026-27 LEC Changes

  1. Policies and Guidelines – No Changes.
  2. THSO Activities –
    1. Local Specialized Saturation
      1. Upped to 175 total submissions. 
  3. Incentives/Recognition
    1. Multiple TN Law Enforcement Challenge awards from the previous years can be used for Outer Agency Awards. 
  4. Public Information/Education
    1. CarFit
      1. Changed to 2 submissions worth 5 points each. 
    2. Community Outreach Events
      1. Upped to a maximum of 45 submissions.
    3. Seat Belt Convincer/Motorcycle Trailer
      1. The Motorcycle Trailer could be difficult for agencies to get to their locations. 
      2. The categories have been combined and upped to 6 total submissions for 60 points. 
        1. It can be any combination of the 2 to get to 6. (6 Seat Belt Convincers and 0 Motorcycle Trailers, 3 Seat Belt Convincer and 3 Motorcycle Trailers, etc.)
    4. PSA
      1. Changed to 2 submissions for 15 points each. These can be videos created by your department addressing traffic safety or any interviews through local media. 
    5. Social Media/Newspaper/Press Releases
      1. Upped to 60 submissions worth 5 points each for a total of 300. 
      2. These all must have something related to traffic safety behavior change. Closed roads, seek alternate routes, crash alerts, etc. will not receive points. 

Quality of Life - the form now allows you to attach multiple files to each submissions. For example, you can submit 10 of your Local Specialized Saturation points all in one submission now. All 10 will still be reviewed, just to try and make it easier from an Agency point of view. 

Tiebreaker - With all of the categories being capped this year, there is a possibility of having a tie for the top scoring Police Department. Sheriff’s office, and regional winners. In the event of a tie, we will let you know as soon as possible after the Challenge closes on July 1. The tiebreaker will be a PowerPoint presentation (max 15 slides) on 3 of the most “successful” events held by your department throughout the year. This should include text and pictures. These will be judged on content alone (design of the PPT/how it nice it looks, won’t be considered). It will be judged on the community reach relative to the size of the jurisdiction, innovation, and biggest impact for the area. It will be judged by a panel of 3 judges not affiliated with the LEL team. Please let us know if you have any questions or concerns.

THSO Activities

Submit claims, status report and other reporting by the deadline.

  • Attach a screenshot or the email confirmation, save as a PDF, or take a picture with your phone, and upload it with the time submitted visible for max points.

Participate in enforcement activities, network meetings, or events (Southern Slow Down, Slow Down TN, press events, etc.).

  • Attach a photo of attending the event or submit any of the information from above to receive max points.
  • Local Traffic Safety Enforcement category needs your activity sheet with date attached. 1 per quarter. 

Attend traffic safety training or activities provided by THSO.

  • Submit a copy or picture of the certification/email received by the instructor for completing the course.

  • Attach a photo of the officer/deputy receiving the award or a picture of the certificate.

How to Get Points

  •  
    • Messaging Trailer and/or Radar Display
      • Export the data from the trailers and upload. It can be your agency's trailer.
    • Seat Belt Convincer, Schlapman Motorcycle Trailer, Car Seat Check Event, Community Presentation/Event, CarFit Event, Educational Brochures
      • Attach a picture from the event, date the event occurred, and a short write up of the event.
    • Press/Media Releases, Newspaper Articles, original Social Media post, Posters/Banners
      • Attach an image, picture, or document with the information of when/where the earned media was used.
